NOEL DETOYATO

Second Nominee

Born on April 20, 1963, Noel Detoyato is the son of two dedicated educators, Mr. Pacifico Huyong Detoyato from Dumangas, Iloilo, and Mrs. Carmelita Jimenez Detoyato from San Quintin, Pangasinan. Growing up with a strong foundation in public education, he attended Koronadal Central School and Dadiangas West Elementary School before moving on to Mindanao State University in General Santos City and the University of the Philippines in Diliman, where he also pursued Advanced ROTC. His passion for serving the country led him to the prestigious Philippine Military Academy, where he graduated as part of the Bigkis Lahi Class of 1990.

Detoyato’s military career is marked by exemplary leadership and service. He began his journey with the 35th Infantry Battalion of the 6th Infantry Division in Carmen, Cotabato. His career highlights include commanding the 16th Infantry Battalion, serving as the Commandant of the Officer Candidate School, and concluding his military service as the AFP Spokesman and Chief of AFP Public Affairs. In these roles, he demonstrated exceptional dedication to fostering transparency and effective communication within the Armed Forces of the Philippines.

Following his retirement, he was called back to public service as Head Executive Assistant to the Secretary of National Defense (SND) on Mindanao Concerns and Director for Digital Media. His contributions during this period focused on addressing critical issues in Mindanao and enhancing digital communication strategies for the government.

He serves as Vice President for Operations at The Locsin Group of Companies, where he is dedicated to environmental protection and sustainable tourism initiatives in Puerto Galera, Oriental Mindoro. Though retired from active military service, his passion for public service remains steadfast, and he stands ready to serve his country whenever needed.

He is happily married to Mrs. Laura Rosanna L. Detoyato, a House Manager at St. Luke’s Global City and a native of Bannawag, Kabacan, Cotabato. Together, they are proud parents to two children: Elaura Carlin, a music educator at Ateneo De Manila University, and Noel Gerico, a student at the University of the Philippines, Diliman Campus.
