Jan Chavez-Arceo is a media and communication strategist with almost three decades of expertise in advertising, public relations, and marketing. Holding the rank of  Lieutenant Colonel in the Philippine Army Reserve Force, she is a defense and security scholar, cyber governance researcher, and certified cybersecurity and Quality Management System (QMS) trainer. Serving as a lecturer for the Department of Information and Communications Technology (DICT) and a National Security Cluster Fellow of the Philippine Council for Foreign Relations, she also sits on the boards of several private companies, socio-civic organizations, and a government-owned and controlled corporation.

Jan holds a Master’s degree in National Security Administration from the National Defense College of the Philippines and a Master’s degree in Public Management, specializing in Development and Security, from the Development Academy of the Philippines. She has completed advanced training in cybersecurity, including the Cybersecurity Executive Course at the Asian Institute of Management, the Inclusive Cybercrime Policymaking program at Chatham House in London, and the Cybersecurity Bootcamp at the University of Cincinnati, Ohio, USA, under the Defending the Digital Nation Initiative Foreign Scholarship Training Program. She is also a graduate of the Joint Cybersecurity Operations Training by the AFP Cyber Group and the Combat Information Center (CIC) Course at the Philippine Navy’s Fleet Warfare School.

Her work experience includes serving at the Department of Justice (DOJ) as Executive Officer for Public Information and International Affairs units of the Inter-Agency Council Against Trafficking (IACAT), where she focused on prevention, protection, advocacy, and partnerships. She was a key member of the ASEAN Expert Working Group that drafted the ASEAN Convention Against Trafficking in Persons (ACTIP) and its Regional Plan of Action. She contributed to drafting Republic Act 10175, the Anti-Cybercrime Prevention Act of 2012, and championed public-private partnerships to combat online child sexual exploitation. She helped in securing the Philippines’ membership in global anti-trafficking organizations, such as the Global Alliance against Sexual Abuse Online and the Asia Pacific Financial Coalition against Child Pornography.

She represented the Philippines in international dialogues including the PH-US and PHL-AUS Bilateral Strategic Dialogues, and served as a member of the Senior Officials Meeting on Transnational Crime-Philippines (SOMTC-Phils) strategic planning core team. She was a member of the National Child Protection Working Group under the National Protection Cluster, co-chaired by UNICEF and DSWD. 

Jan has been awarded the AFP Bronze Cross Medal,  AFP Southern Luzon Command Reservist Officer of the Year for 2021, and Philippine Army Reserve Command Reservist of the Year for 2023. She is a recipient of the Jefferson Awards for Volunteerism in Washington, DC, and was recognized as one of the Top Ten Women in Cybersecurity in ASEAN for 2022.
